Head of Blue Dot Network Secretariat
Company/Organization
Blue Dot Network Secretariat, OECD
About
Edwin Lau is the Head of the Blue Dot Network (BDN) Secretariat, a multi-lateral infrastructure certification initiative hosted at the OECD. Led by seven countries (Australia, Japan, Spain, Switzerland, Türkiye, the UK, and the US), the BDN aims to close the global infrastructure financing gap by providing independent, standardised certification of infrastructure projects worldwide. By providing assurances of alignment with existing global infrastructure standards, BDN certification signals to private investors that risk mitigation measures based on global best practice are in place and provides a roadmap to project owners on how to prepare and deliver investable infrastructure projects. An international expert in public investment and project management, Mr. Lau previously led OECD divisions covering infrastructure and public procurement, public budgeting and reform, and public-private partnerships. Prior to his tenure at the OECD in Paris, he served in the U.S. White House Office of Management and Budget (OMB). Mr. Lau holds a Masters degree from the Harvard Kennedy School of Government and a diplôme d'études approfondies from Sciences Po, Paris.
